Country Background
CRS Philippines was established in 1945 and is the longest-running CRS country program in the world. Currently, CRS Philippines focuses its work on agriculture, peacebuilding, emergency response, disaster risk reduction, and health. The Philippines country program has more than 150 staff with a main office in Manila and sub-offices in Davao, Tacloban, Catarman, and Iligan. CRS programs are implemented through a national network of partners, in close coordination with local, municipal and national government agencies. The Country Program also provides support to CRS's work in Indonesia, Timor Leste, and the Federated States of Micronesia, and has drawn international recognition for the impact, timeliness, and innovation of its programs and approaches.
Job Summary
As a lead for the Disaster Risk Reduction (DRR) project team, you will facilitate the achievement of project objectives through coordinating and reporting on all project activities and providing technical guidance and advice to staff and implementing partner(s) advancing Catholic Relief Services' (CRS) work serving the poor and vulnerable. Your coordination and relationship management expertise will ensure that the project for which you are responsible applies best practices and constantly works towards improving the impact of its benefits to those we serve.
Job Responsibilities
    Develop detailed implementation plans (on a monthly, quarterly, and/or yearly basis) for the project.
    Proactively work with the Program Manager and partner staff to organize and lead the implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
    Ensure learning properly accompanies project activities all over the project cycle. Support accountcapability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project practices. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.
    Coordinate and supervise working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.
    Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to implementing partner.
    Support and coordinate DRR Livelihoods capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards.
    Coordinate provision of any logistical and administrative support to staff and partners.
    Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of reports and documentation of case studies and promising practices
    Guide Program agents to develop and execute effective work plans. Ensure the establishment of staff performance and development plans, coach supervisees on job performance and continually strengthen their knowledge and expertise.
    Represent CRS in meetings with local administration officials, community beneficiaries, local and international NGOs and Church partners.

Typical Background, practice & Requirements
Education and practice
    Master's Degree in Disaster Risk Reduction (DRR), Urban Livelihoods, Urban Planning or in development related-field.
    Minimum of 5 years of work practice in project support, ideally in the field of DRR-CCA and for an NGO.
    practice working with partners, participatory action planning and community engagement.
    practice in supervising staff, preferred.
    practice in teaching and/or capacity building, preferred
    practice monitoring projects and collecting significant data.
    practice using MS Windows and MS Office packages (Excel, Word, PowerPoint), GIS and database management
Personal expertise
    Analysis and problem-solving expertise with capability to make sound judgment
    Good relationship management expertise and the capability to work closely with local partners
    Proactive, results-oriented and service-oriented
    Attention to details, accuracy and timeliness in executing assigned responsibilities
     Strong knowledge of contemporary DRR trends and practices. Proven strong capability to provide technical assistance and expert advice to communities, local governments or partners in DRR and related fields.
    Excellent knowledge of local NGOs and government system, with knowledge and appreciation of the vision and mission of CRS.
    Knowledgeable in participatory and community-oriented development processes.
    Acceptance of cultural differences in a continuously changing environment.
Required/Desired Foreign Language
Fluent in written and spoken Filipino and English
Travel Required
This job will require travel 50% of the time.
