Quality Assurance & Compliance (QAC agent)
Job Summary
The QA & Compliance agent reports to the Country Director. S/he will support all aspects of Educo's quality assurance, quality improvement and compliance efforts in support to the goals of Education for All, End Violence Against Children, the Convention of the Rights of the Child, and the Sustainable Development Goals. The QAC agent will work closely with Philippine country office teams, Program and Operations Units in the Head Office, Regional Technical Teams and local partners and collaborators.
The overall objective of the Quality Assurance & Compliance agent is to ensure the accountcapability of Educo Philippines country program towards its impact populations and the stakeholders/donors supporting the interventions. S/he supports the Country Director in managing the quality assurance and risks of all the grants in the country portfolio. S/he ensures projects are implemented in a manner compliant with donor rules and regulations as well as National and internal policies.
Job responsibilities:
Quality Assurance / Quality Improvement (QA/QI): Monitor donors' and internal reports to determine if timely and of high quality, stimulating a constant learning and capacity building process, specifically to strengthen national staff capacities; Provides regular updates to the Country Director on performance of partners, sub-grantees, and technical contractors along with recommendations/options for covering issues identified; Conduct regular field visits and coordinate with the MEAL team, Project Coordinators and Area Program team - gather and assess information, focusing on the process quality of implementation; Ensures information collected from project reports, progress monitoring reports, Mission visits, site visits and external reports (e.g. Donor/ LP M&E team) are reflected upon, used to improve continuing projects, and is incorporated into consistently high quality grant proposals reports, program guidelines and communication materials;
Process Development: Develop and introduce clear and easy to use criteria and guidelines for process quality and compliance, working closely with significant departments (e.g. Program, Finance, Procurement, etc.); Develop, revise and implement manuals, guidelines, procedures, checklists, tools useful to program design initiatives, compliance and process monitoring;
Compliance: Work with Project Coordinators and local partners (LP) to monitor adherence to grant agreements, Educo's policies and procedures and significant donor rules and regulations; (checklist, workshops, desk review; Support managers in ensuring all approved policies are disseminated and are strictly implemented. Identify programmatic, operational and compliance issues, challenges, and develop appropriate recommendations; monitor/advise in implementing the recommendations;
Support to Internal Audit: Provide significant findings and documentations to concerned units and provide recommendations for corrective actions; conduct periodic review of internal process to check if level of authority is followed; conduct unannounced field visits and document reviews to promote zero tolerance of fraud and corruption;
Team Support: Contributes to proposal development efforts; Contributes to other tasks assigned by Country Director/ Audit & Compliance Unit (HO)
Requirements:
Essential
   » Bachelors' Degree in Social Sciences, Finance, Business related courses. Graduates of other course may be considered if s/he has the practice and competency requirements of the function. Masters' Degree is an advantage.
   » At least 3-5 years of significant practice implementing MEL systems
   » practice in contributing to process and system enhancement, particularly for improved internal coordination
   » practice in developing guidelines, checklist, terms of references, etc.
   » practice of working in an international context (desirable)
   » Familiarity with maintaining databases and contacts
Desirable
   » knowledge of the importance of continuous QA/QI and Compliance to promoting efficient and effective implementation
   » In-depth knowledge and exposure to quality assurance best practices and process development
