The USAID/Philippines - Safe Water Activity is a 5 year program that aims to improve water security of water-stressed communities in the Philippines by increasing access of underserved or unserved communities to safe water supply and sanitation services and ensuring sustainable water resources to meet human, economic and ecosystem needs. The project will work with national, regional, and local public and private institutions and other significant stakeholders to achieve three main objectives: i) increasing access to resilient water supply and sanitation services; ii) improving sustainable management of water resources; and iii) strengthening water sector governance.
Job Summary
located in Mindanao, the operational site coordinator will be the primary on-site liaison with the project team located in Manila, the Water District and local stakeholders. He/She will be responsible for implementing all project activities on-site with particular focus on activities under Objective 1 (Water and Sanitation services) and Objective 2 (Sustainable management of water resources). The site coordinator will work with the Water and Sanitation, Water Resources Management, and Resources Mobilization Specialists. The position is for national staff, and subject to project award and funding.
At a minimum, the operational site coordinator will be responsible for the following:
    Support and follow-up on the implementation of project activities in conformity with project objectives and workplan;
    Support the Water Districts in their planning and operations;
    Conduct field visits to monitor program implementation;
    contact with government and other water related stakeholders (DENR, MinDA, water districts, utilities, NGOs and donors) to coordinate activities as per the project workplan
    Handle all logistics of project missions, workshops, events, meetings, etc;
    Assist in preparing program progress reports and documenting program success;
    Support the implementation of the Monitoring, Evaluation and Learning (MEL) plan of the project to meet project indicators;
    Coordinate the development of communication, outreach and marketing materials;
    Ensure regular communication and expertise sharing with project staff and partners;
    Additional significant responsibilities and tasks as they arise.
Required Qualifications
    Master's degree in natural/water resource management, environmental science and/or policy, water and sanitation or related fields;
    Minimum of 10 years of progressive practice in water and sanitation services planning and operation, preferably in Mindanao
    Strong technical skills, strong relationship building abilities, excellent coordination skills;
    Demonstrated capability practice working with counterparts at various levels of government, as well as with non-government organizations, civil society leaders, community leaders, and project beneficiaries
    Private and public sector practice, particularly in the water sector (preferable)
    practice working on USAID projects (preferable)
    Evidence of strong communication skills, both oral and written;
    Full Professional Proficiency in spoken and written English
